Public Competition Regulations

Preamble

These Public Competition Regulations (hereinafter the Regulations) shall govern the procedure of organization and provision of the Programming Championship public competition (hereinafter the Competition).

1. Terms and Definitions

The following terms and definitions used herein have the following meanings equally applicable in singular and in plural:

  • Industrial category — the Competition categories of backend, frontend, mobile development and analytics.
  • Algorithm category — the Competition category of competitive programming.
  • Machine Learning Category — the Competition including subtracks that will be defined by the time the qualification stage gets underway.
  • Participant — A legally competent individual, who has reached the age of 18, acts on own behalf, and is a citizen of any country, and has completed the Competition assignment as required hereby.
    Participation is not open to employees of the Organizer and/or affiliates and persons who were employees of the Organizer and/or affiliates in the period from September 1, 2023 to December 3, 2023, other persons involved in the organization of the Competition, as well as their family members.
  • Participant out of Competition — a legally competent individual, who has reached the age of 14, who was given the opportunity by the Organizer to complete the Assignment. Participant out of Competition, when completing the Assignment and sending the Result to the Organizer, does not have the right to claim the Prizes of the Competition.
  • Competition Commission — a body comprising the Organizer’s employees and approved by an order of the Organizer with a view to assessing Results of Participants in the Competition.
  • Assignment — Requirements to the content of the Result and the procedure of its delivery to the Organizer stated in these Regulations and the terms and conditions set forth in accordance with Clause 5 hereof.
  • Result — The deliverable of the Assignment submitted by a Participant to the Organizer by the deadline stipulated in Clause 4 hereof.
  • Finalist — A Participant, who has qualified for the final in accordance with a decision of the Competition Commission.
  • Winners of the Competition — The Participants, who have taken the top five places in Industrial and Algorithm Category by decision of the Competition Commission and whose Results have been recognized as the best according to the criteria stated in the Assignment.

  • Prize-Winners of the Competition — The Participants, who have taken the top three places in Machine Learning Category by decision of the Competition Commission and whose Results have been recognized as the best according to the criteria stated in the Assignment.

2. Competition objectives

This is an open Competition that pursues the following socially useful objectives:

  • Support to global competitive and industrial programming.
  • Attraction of the best programmers for participation in the Competition.

3. Competition Organizer

The Competition Organizers are YANDEX LLC (Primary State Registration Number 1027700229193), located at (registered and actual address): 16 Lev Tolstoy st., Moscow, 119021, Russia and YandexBel LLC (State Registration Number: 191684602), place of business (registered and actual address): Office 707, bld. 5, Dzerzhinskogo Avenue, Minsk, Republic of Belarus 220069.

4. Terms and venue of the Competition

4.1. The following terms are set for the Industrial and Algorithm Categories of the Competition:

  • Announcement of the start of the Competition — 20 September 2023
  • Qualification round — 23 – 29 October 2023
  • Announcement of the Participants, who have qualified for the semi-final — until 02 November 2023
  • Semi-final — 04 November 2023
  • The final — 02 – 03 December 2023
  • Summing-up, announcement of the Winners — until 03 December 2023

4.2. The following terms are set for the Machine Learning Category of the Competition:

  • Announcement of the start of the Competition — 20 September 2023
  • The final — 23 October – 12 November 2023
  • Summing-up, announcement of the Winners — until 03 December 2023

4.3. Location for the Competition’s qualification and semi-final rounds: online at https://contest.yandex.com/.
Location for the Competition’s final: Almaty.

4.4. The Organizer undertakes to pay for tickets to the location of the Competition final as well as accommodation for the finalists.

5. Details of the terms and conditions of the Competition and the requirements to the results

5.1. Details of the terms and conditions of the Competition and the criteria, requirements and evaluation procedure for the Results are available at https://yandex.com/cup.

5.2. The Organizer retains the right to amend the said terms and conditions in accordance with the procedure established by Article 1058 of the Civil Code of the Russian Federation.

6. Procedure for participation in the Competition

6.1. Participants shall register before the start of the qualification round by filling-in an online registration form available at https://forms.yandex.ru/surveys/13479500.514bce4f9e982d8fe9b37e68c84a4f7858d85df6/.

6.2. All mandatory fields are required to be filled in by every Participant.

6.3. Additional details to be provided by the Winners of the Competition by request of the Organizer include:

  • Family name, first name, patronymics;
  • Place of residence;
  • Passport details;
  • Year of birth;
  • Contact phone number;
  • Banking details;
  • Place of employment/study;
  • Occupation.

6.4. By registering, Participants shall give their consent to the Organizer on processing of their personal data stated in the registration form, and other personal data submitted by Participants to the Organizer during the Competition, in accordance with the Privacy Policy (https://yandex.com/legal/confidential). Such processing of the personal data is performed for the purposes of participation in the Competition and the Organizer's compliance with the terms of the present Regulations and current legislation, including providing Participants with access to the Competition system, sending prizes to Winners of the Competition, submission of statements to the tax authorities, and tax payment in relation to Winners of the Competition, placing of information including names, photos and biographies of the Finalists and Winners of the Competition on the Organizer's website, implementing feedback with the Participant and providing information, mailings and job offers at the specified phone number and/or email address. This consent is valid for 5 (five) years.

6.5. By registering, Participants shall acknowledge having read and agreed with the Regulations on the Competition available at https://yandex.com/cup/regulations and the Competition Rules (hereinafter – the Competition Rules) available at https://yandex.com/cup/rules.

6.6. Having registered, Participants shall have the right to send Results to the Organizer within the terms specified in Clause 4. hereof.

6.7. A Participant in the Competition may be a Finalist only in one of the following categories: backend, frontend, mobile development, analytics, competitive programming, machine learning. If there are several tracks in the category, then the Participant can become a Finalist in only one of them.

6.8. By sending the Results to the Organizer, the Participant/Participant out of Competition retains all intellectual property rights in relation to their Re-sults, but grants the Organizer a royalty-free non-exclusive license to use the Results by the means of reproducing, making available to the public, distributing and modifying, including the right to publish, such Results, ac-company them with comments and other materials, include them in complex or composite works, for the entire duration of the exclusive rights to appropriate Results and at the territory of the whole world.

7. Winner determining procedure

7.1. Competition Winners and Prize-Winners for each prize-winning place shall be determined by the Competition Commission by scoring of points. The final score shall be the sum of all points awarded by the members of the Competition Commission.

7.2. Based on the evaluation results, the Competition Commission shall determine the Winners and Prize-Winners, who have taken prize-winning places. The decision of the Competition Commission shall be reflected in the Competition Results Statement (hereinafter the Statement).

7.3. A Contestant who has been recognized two or more times as the Winner and/or Prize-winner of any of the sections of the Programming Contest held earlier by the Contest Organizer (except for Competitive Programming section) can be announced the Winner and/or Prize-winner of the Contest. There are no limits as to the times a person may be recognized the Winner and/or Prize-winner in the Competitive Programming section.

8. Summing up the Competition results

8.1. The Competition results shall be summed up by posting information about the Winners at https://yandex.com/cup/ before 03 December 2023

9. Prizes

9.1. Prizes are provided by the Competition Organizer.

9.2. Winners shall in Industrial and Algorithm category get the following Prizes according to the prize-winning places taken by them:

Backend development category:

  • FIRST PLACE — 500,000 rubles;
  • SECOND PLACE — 250,000 rubles;
  • THIRD PLACE — 200,000 rubles;
  • FOURTH PLACE — 150,000 rubles;
  • FIFTH PLACE — 100,000 rubles.

Frontend development category:

  • FIRST PLACE — 500,000 rubles;
  • SECOND PLACE — 250,000 rubles;
  • THIRD PLACE — 200,000 rubles;
  • FOURTH PLACE — 150,000 rubles;
  • FIFTH PLACE — 100,000 rubles.

Analytics category:

  • FIRST PLACE — 500,000 rubles;
  • SECOND PLACE — 250,000 rubles;
  • THIRD PLACE — 200,000 rubles;
  • FOURTH PLACE — 150,000 rubles;
  • FIFTH PLACE — 100,000 rubles.

Mobile development category:

iOS subcategory:

  • FIRST PLACE — 500,000 rubles;
  • SECOND PLACE — 150,000 rubles;
  • THIRD PLACE — 100,000 rubles.

Android subcategory:

  • FIRST PLACE — 500,000 rubles;
  • SECOND PLACE — 150,000 rubles;
  • THIRD PLACE — 100,000 rubles.

Competitive programming category:

  • FIRST PLACE — 500,000 rubles;
  • SECOND PLACE — 250,000 rubles;
  • THIRD PLACE — 200,000 rubles;
  • FOURTH PLACE — 150,000 rubles;
  • FIFTH PLACE — 100,000 rubles.

9.3. Prize-Winners in Machine Learning Category shall get the following prizes as well as for each subcategory defined by the start of the qualification round:

  • FIRST PLACE — 500,000 rubles;
  • SECOND PLACE — 150,000 rubles;
  • THIRD PLACE — 100,000 rubles.

9.4. Cash prizes for the Winners are shown net of the personal income tax to be accrued and paid by the Organizer in accordance with the laws of the Russian Federation. The Winner/Prize-winner who is a citizen of the Russian Federation shall be paid the prize money in RUB using the details of a bank account opened with a bank of the Russian Federation.

9.5. A Winner, who is a citizen of the Republic of Belarus, may be paid, upon his/her written request, the amount of the cash prize in Belorussian rubles at the exchange rate established by the Central Bank of the Russian Federation as of the payment date.

9.6. A Winner, who is a citizen of the Republic of Kazakhstan, may be paid, upon his/her written request, the amount of the cash prize in tenges or US dollars at the exchange rate established by the Central Bank of the Russian Federation as of the payment date.

9.7. A Winner, who is a citizen of another country other than the Russian Federation, the Republic of Belarus or the Republic of Kazakhstan and who is not subject to Clauses 9.4-9.6, shall be paid the amount of his/her cash prize in US dollars at the exchange rate established by the Central Bank of the Russian Federation as of the payment date.

10. Prize receiving procedure

10.1. The prizes mentioned in Clause 9.2. hereof shall be delivered by the Competition Organizer to the Winners/Prize-Winners by wire-transfer using the banking details specified by the Winners/Prize-Winners.

10.2. To receive his/her prize, each Winner/Prize-Winner shall submit the following documents:

  • A scanned copy of the passport or any other identification document;
  • A scanned copy of the certificate of registration of the individual with tax authorities at the place of his/her residence in the territory of the Russian Federation (if any);
  • Bank requisites;
  • Acceptance of the Competition terms and conditions (as per the form prepared by the Organizer).

10.3. If necessary, the Organizer may request additional documents from the Winners/Prize-Winners in accordance with tax payment legislation.

10.4. In order to receive the prize, the Winner/Prize-winner must fill out the form posted at - https://forms.yandex.ru/surveys/13480191.65bd0553d679eae38c9ecbb6fdedf6ab638b28bd/, attaching all the necessary documents. This form shall be delivered on or before December 15, 2023. The monetary funds shall be paid to the Winner/Prize-winner within ninety (90) calendar days from the date when the Contest Organizer receives the completed form together with the relevant documents. If the Winner/Prize-winner fails to submit the completed form and the documents specified herein by December 15, 2023, the Winner/Prize-winner will be denied his/her right to the cash prize.

11. Final provisions

11.1. The Competition is organized in keeping with the legislation of the Russian Federation (applicable law).

11.2. Registration of a Participant in accordance with the procedure established by Clause 6.1. hereof means his/her unreserved acceptance of all terms and conditions of the Competition, the Competition Rules, and these Regulations.

11.3. In all other respects that are not regulated hereby by the Regulations and the Competition Rules, the parties shall be guided by effective laws of the Russian Federation.

11.4. All disputes or differences arising in connection with organization and holding of the Competition shall be settled by negotiation. Any disputes that are not settled by negotiation shall be subject to settlement by a justice of the peace of the judicial district No. 365 of the Khamovniki district of Moscow or in the Khamovniki district court of Moscow (depending on the rules for determining exclusive jurisdiction established by the legislation of the Russian Federation).
