The robot tracks changes on sites. If new links to your site have appeared on some pages, you will see this information in the Links → External links section in Yandex.Webmaster.
Links are shown in Yandex.Webmaster as long as they are stored in the search engine's database. If links to your site have already been deleted from some pages, the information about them will eventually disappear from Yandex.Webmaster. This will happen as soon as the indexing bot crawls the pages where the links were previously located.
The information about external links is updated as soon as the robot detects changes on pages, so the number of links and the list of links are continually being updated.
