Participation rules and technical requirements
Sites and mobile apps are reviewed for compliance with the Rules of participation in the Yandex Advertising Network.
Once your resource passes review, you can start creating and placing ad units. Placed ad units must follow the rules of the Yandex Advertising Network.

Yandex Advertising Network rules are outlined in the following documents:

The Yandex Advertising Network rules prohibit:
- Artificially inflating impressions and clicks.
- Drawing attention to ad units.
- Editing the content of the displayed ads (such as changing the links or configuring redirects)
- Changing the display behavior of an ad by using modifying the ad code.
- Posting more ads than content.
Yandex constantly checks resources for compliance with the rules. If a site or an app violates the rules, it will be removed from the Yandex Advertising Network. The account is blocked permanently.

Violation of participation rules

How can I report a site that violates the Rules of Participation in the Yandex Advertising Network?
If you come across a site or app that doesn't comply with the Rules of participation in the Yandex Advertising Network, please let us know. Describe the violation so that we can review it.
A third party offered help with increasing the CTR of my ads
We do not recommend using the help of people or organizations offering increased CTR, clicks, site audience, revenue, etc. In most cases, their employed methods are prohibited and may lead to your account being blocked. Moreover, they might perform actions without your knowledge or consent. Usually, such individuals will ask you to share a part of the revenue that you would earn from their activities.
In these cases, all associated risks lie with the site owner. The owner not only loses money, but will be permanently banned from the Yandex Advertising Network due to violations of the Terms of Use, which prohibit the use of systems that artificially boost ad impressions and clicks. Please be sufficiently diligent and skeptical of all offers of supposedly quick and easy money.
Please let us know if you receive an offer like this. This will help us improve our security system and close the door on new fraudulent schemes.
I'd like to attract more users to pages where I run ads
We recommend against artificially boosting traffic to pages with Yandex ads, because this may lead to invalid clicks and impressions. According to our rules of participation, our partners are prohibited from directly or indirectly creating artificially contrived queries, impressions, or clicks. Keep in mind that any use of services that attract additional users to earn money for impressions or clicks as well as any use of automated click and view exchange programs will negatively affect our advertisers and could cause your site to be permanently blocked from the Yandex Advertising Network.
We recommend against using any traffic boosting services for attracting additional users to your site. A much more effective approach would be to add new pages with original and engaging content to give users an incentive to come back. This usually helps drive more traffic to your site, build a loyal audience, and increase the owner's revenue.
Is it possible to restore a blocked account?
Unfortunately, you can't restore a blocked account. Please note that this action was taken after a thorough review, which determined that serving ads on your registered sites introduces safety concerns for our advertisers.
I'd like to place ad units from other advertising platforms on my site
You can place ad units from other advertising platforms on the same page alongside Yandex ad units. However, according to the Rules of participation in the Yandex Advertising Network, ad units from other networks must be distinct from Yandex ad units (they must use a different format and color scheme). The code for displaying ads from other content-based advertising platforms must not interfere with the code of the Yandex Advertising Network and must not affect the displayed ads in any way.
Note that you can serve ads from other advertising systems within Yandex Advertising Network ad units (alternative ads in Yandex Direct ad units or custom ads in ad units).
I'd like to make changes to the code of my Yandex ad units
According to the Rules of participation in the Yandex Advertising Network, partners shall not modify the code used for serving Yandex ads in any way.
In addition, partners are prohibited from:

Don't change the hyperlink URLs in the ads, modify user redirection from the ads as specified by the Yandex, replace or otherwise interfere with user access to the landing pages (sites) linked to the ads.

Removing, editing, or hiding ads (pages with ads), applying filters to ads, or changing the ad display order, design, or any other ad display settings.
Violation of these rules may result in your partner account being blocked from the Yandex Advertising Network.
I'd like to use custom scripts to track statistics for my ad units
Yandex does not inspect any external scripts. Using scripts that violate the Rules of participation may result in a partner account being blocked in the Yandex Advertising Network.
