Yandex mail server is overloaded because of multiple requests from other servers

If you sent a message from your Yandex Mail and received a non-delivery report that states "Error: too many recipients", this means that too many recipients are specified in the message: more than 35 addresses in the To, Cc, and Bcc fields.

Edit the list of recipients and try again.
