可以在 Yandex Direct 上投放彩票和促销活动广告：

根据“广告”法，不应将彩票和促销活动视为赌博，如果遵循特定限制，则可在 Yandex.Direct 上进行宣传。

广告必须符合要投放广告的国家的法律要求。
