Advertising food additives is restricted on Yandex.Direct. This is connected to legal requirements and Yandex policies.

Your ads must meet the legal requirements of the countries where you want to serve them.
Yandex does not show ads concerning subjects of a personal nature, including medical advertising, based on behavioral targeting or target audiences (even if your ad passed moderation and the impression criteria were set correctly). Such ads can appear in search results, and in the Yandex Advertising Network and ad exchanges (based on the page content). Exceptions are: sunglasses, baby thermometers, blood pressure monitors, first aid kits, heating pads, thermometers, heart rate monitors, as well as immunomodulatory, anti-inflammatory, antipyretic, analgesic, antitussive, antiallergic, antimicrobial and antiviral medications. These products can be advertised based on both behavioral targeting and target audiences.
If the advertised product or service is classified as “adult only” (including the following categories: dietary supplements and vitamins for stimulating sexual activity, treating intimate problems, or preventing conception, etc.), the ad will only be served on search.
