Importing passwords from Internet Explorer is possible only in Windows 8, 10 and higher.

In Mojave 10.14, automatic import doesn't work because of app data access restrictions. Allow Yandex Browser to access other app data in the OS. Then manually import data from another browser.

When installing Yandex Browser, a dialogue opens where you can cancel the automatic import of data from your main browser.
Click Skip.
Confirm the restart of Yandex Browser. All imported data will be deleted immediately after the restart.
Import data manually
After installing Yandex Browser, you can import settings yourself. For example, you can import data from any browser installed on your computer, or only import some of your data.
Note
If you have already imported data or used Yandex Browser, your data will not be lost when importing it again. The new data will be added to the existing data.
To import data:
Press → Settings.
Under Syncing, click Import data.
In the window that opens, select the browser you want to import your data from.
Select which data you want to transfer (bookmarks, passwords, and so on).
