It should be understood that this is an apartment complex, and what they say in the reviews depends very much on which apartment you book. The owners are all different. I had a room with a view of the House of Justice, on the 23rd floor. There was no noise from the construction site, high enough to look at the panorama of Batumi, the embankment and the sunsets. But there are rooms low, at McDonald's (which means no sun). Plus, keep in mind that the heating is through the air conditioner. These are nuances, but it's better to know about them in advance if you fly in the spring. In summer, on the contrary, the shadow side and the conder will be a priority.
